validation on phone field

Hi,

I have an issue with the phone field validation.

Right now there is not much validation.

I want to have a validation for Hong Kong in National and International tab.

Cannot start with 0 (Only 1-9 accepted as the first number)

Need to have a total of 8 numbers only

Can this be done on my side? or need a patch?
